The purpose of screening is to help identify, as early as possible, the students at risk of dyslexia or other reading difficulties so that targeted intervention can be provided. In 2017, the 85th Texas Legislature passed HB 1886, amending TEC §38.003, Screening and Treatment for Dyslexia to require that all kindergarten and first-grade public school students be screened for dyslexia and related disorders. Additionally, the law requires that all students beyond first grade be screened or tested as appropriate. Galena Park ISD is required to notify parents or guardians of the results of the dyslexia screener.
As stated in the Texas Dyslexia Handbook (2024), the dyslexia screener must address the following skills:
Once the dyslexia screener is complete, a qualified team is required to review all data to make informed decisions regarding whether a student exhibits characteristics of dyslexia. The team may consist of the student’s classroom teacher, the provider of dyslexia instruction, a reading interventionist, the individual who administered the screener, a special education teacher, a representative of the Language Proficiency Assessment Committee (LPAC) (as appropriate), and an administrator.
Universal Screening and Data Review for Reading Risk
According to TEC §29.0031 , dyslexia qualifies as a Specific Learning Disability under IDEA (Individuals with Disabilities Education Act). Therefore, to determine eligibility and provide appropriate services for dyslexia, a special education evaluation must be conducted.
When dyslexia or other reading difficulties are suspected, the following individuals can make a referral for a special education evaluation:
Note: An LEA may not deny a referral or delay an initial evaluation because interventions have not been implemented with a student. The campus must continue interventions throughout the evaluation process. The campus may initiate interventions during the evaluation process.
Parents have a right to request a special education evaluation at any time. Schools are required to refer a student for an evaluation when a disability is suspected that might require special education services.
